
The Institute of Monitoring and Evaluation Practitioners, Ghana (IMEP) was founded in March 2010 and formally incorporated in 2022 as a non-profit professional organisation. IMEP was established in response to a growing national need for a recognised professional association to advance monitoring and evaluation (M&E) practice across all sectors of Ghana’s economy. At the time, there was a clear gap in professional coordination, standards, and advocacy in the M&E field, and IMEP emerged to help address this need.
From its inception, IMEP has been committed to strengthening monitoring and evaluation practice in both the public and private sectors, including the services and production sectors nationwide. The Institute was founded by Prof. Stephen T. Odonkor, who, together with the Institute’s early leaders and forerunners, identified advocacy and public educationas two of IMEP’s most critical functions.
IMEP has consistently championed the adoption of current scientific, methodological, and policy-relevant advances in monitoring and evaluation, particularly within government policies, programmes, and projects. At the same time, the Institute has worked to enhance public and institutional understanding of how effective monitoring and evaluation can improve performance, accountability, learning, and development outcomes.
In furtherance of this mission, IMEP has actively promoted the establishment and strengthening of well-structured monitoring and evaluation units within government institutions at the national, regional, district, and local levels. Special emphasis has also been placed on the private sector, recognised as a key engine of economic growth, where IMEP continues to advocate for the integration of robust monitoring and evaluation systems to enhance efficiency, competitiveness, and sustainable development.
